The meeting was called to order by Vice-President Kenny Montgomery at 7:00pm. President Art Muoio was attending a  meeting of Branch Presidents and was excused from the meeting. A motion to dispense with the reading of the previous meeting minutes was made and passed.  

Greg Karalias gave the membership report; there were 0 applications this month for membership in the NALC.

Norm LeFrois spoke on the Health Care Reform bill that was recently passed by the House and Senate and ultimately signed into law by President Obama.  Norm informed the membership that there will be changes coming and he will have a more detailed report on the changes when we get word from OPM on the intended changes due to the new law. One of those new changes involves allowing children to be on a parents policy until age 26 as long as the child is still a dependant.

The Labor council reported on Mayoral control of the City school district and the battle that the other unions are having on trying to keep Mayor Duffy from unilaterally taking over the schools. The public elects a school board and it is the school boards job to run the schools according to the wishes of the voters.

The release of the latest consumer price index shows no increase in the cost of living, therefore there is no accumulation towards the next Cost of Living (COLA).

The Branch will hold the raffle again in June 2010. See your steward in April for the $5.00 tickets.

Branch 210 is still awaiting a response from National regarding the merger application with Penn Yan. We will update the membership when National responds.

The Branch 210 annual picnic will be held at Darien Lake July 11, 2010. Prices will be as follows; Members and their immediate family (Spouse, Minor Children) $18 each, all other guests $28 each. If you hold annual passes to Darien Lake and would like to purchase food only tickets they are available for $6.00 each. As always parking is included in tickets sales.

Kevin Montgomery reported on Political activity and there was a discussion regarding the seat vacated by Eric Massa in the 29th district. The Democrat party has announced they have a viable candidate and are finalizing the details due to the Hatch Act restrictions on the potential candidate.

There was discussion regarding the Postal Services plans to try to get 5-day delivery. This is only a request at this point. The Postal Rate Commission is currently holding hearings regarding this request by the Postal Service and Chair of the Postal rate Commission has announced that this is NOT a DONE DEAL. they are reviewing the request to determine if the request meets the standards of universal service. The Postal rate Commission has also contract with an outside actuary to determine if as the OIG office asserts the Postal Service has been overcharged for CSRS retirees to the tune of $75 Billion dollars. The Postal Service has already gone on record as stating that if the 75 billion is found and returned to them then they would not need 5-day delivery and would withdraw their request. The Executive Board recently and discussed the finances of the Branch. Due to the recent route adjustments and the fact the Postal Service has not hired any new carriers in 2 years, our membership is dwindling down and we can no longer maintain the Director of City Delivery position. The Board is requesting the Branch approve a By-Law change which would eliminate the Position at the beginning of the next year January 2011. There will be a discussion regarding this By-Law change and it will be voted on after the discussion at the June 2, 2010 union meeting.  

Joni Montroy is holding a series of seminars on retirement planning at the Girl Scout center on John Street in Henrietta. The dates are May 18, June 10 for CSRS and May 19 and June 7 for FERS, all classes are at 6:30pm. Click here for a copy of the sign up sheet to reserve a spot. Due to Shared Service delay in scanning disciplinary actions into your Personnel Folders we have found instances where the disciplinary letters are put into your files after Kenny Montgomery has notified you that it has been removed. It is very important that you go to Liteblue.usps.gov using your employee ID number and PIN look in your OPF (must be done with internet explorer). If you find anything in your Personnel folder that does not belong contact the Union office for further assistance.

The Postal Service has notified us that they plan to move the Federal Carriers into the Downtown office during the week of May 24, 2010. We will be working with the Federal carriers to make sure the move goes smoothly.

There has been a recent rise to the number of disciplinary actions from missing Delivery Confirmation scans. The union has found that the scanners now have the ability to scan the smart bar codes that identify zip codes on a piece of mail. It is very important that when a deliver Conformation is scanned that the carrier verify the number on the scanner and not just listen for the beep. Once scanned the DC number will appear and make sure that the number matches the one on the package.

The next Union meeting is scheduled for Wednesday May 5, 2010 at 7:00pm and will be held at the Valencia's Restaurant which is located on Long Pond Road in Gates.
